   The council has scrapped the simple YES / NO vote - Too confusing they claim
  
   They have scrapped the promise: "Croydon will do this only if there is enough support"
  
   Instead the 2 stage process has been cut back to just one 4 week last chance to have a say

   You have to compose your own objection and send it to the council
  
   Separate objections should be sent for each Area
  
   It is better to send in a simple objection for one main point, and then a separate one for a second one,
   rather than one jumbo objection - it helps to ensure all points made are logged and counted.
  
   Objections should be made to keep specific roads at 30, as well as to the blanket 20mph plans
   Separate objections should be sent for separate roads or groups of roads

   KEY POINTS TO CONSIDER - POTENTIAL OBJECTION POINTS
  

   There should be a PUBLIC INQUIRY on this highly contentious issue - as the law permits
  
   25MPH would often be a better limit than 20mph if 30 is really too high.
  
   Variable 30/20mph speed limits should apply on some roads, eg near schools.
  
   No proper evaluation made of the case for and against 20mph limits for each road or small group of roads.
  
   The council should have followed DfT rules, assessing road speeds before changing limits.
  
   Slow traffic below 20mph means more vehicles on the road - each car, bus or lorry takes longer on the road.
  
   Safety data shows more accidents in 20mph areas, and fewer in 30mph ones
  
   Do we want police diverted from other policing to man speed traps to enforce these 20mph limits?
  
   Congestion + delay are worse below 20mph. Slower traffic means worse fuel economy + worse air quality.
  
   Most pedestrian and cyclist injuries occur in busy streets and at speeds well under 20mph.
  
   Slow maximum 20mph traffic = extra buses, higher prices for taxis, minicabs, home deliveries, goods in shops

   Bogus pro-20mph propaganda was given to passers-by along with forms to complete
   Then only YES forms were submitted

   Here are 10 good reasons to SAY NO TO 20MPH
  
  

   1 - There is no need and no good or sufficient reason for imposing this blanket 20-mph restriction.
  
   2 - A 20mph speed limit increases journey times and imposes economic costs in excess of accident benefits.
  
   3 - Most injury accidents occur on main roads, not where this speed limit is proposed.
  
   4 - There are many better ways to spend money improving road safety.
  
   5 - 20mph may be right for some roads, but not every road across north Croydon.
  
   6 - 20mph speed limits should only be put in roads where there is a real need and residents want them,
   so the blanket approach is wrong. Each road should be considered individually.
  
   7 - On many of these roads, it is often normal and safe to drive around 25mph,
      so it would be wrong to force everyone to go no more than 20mph.
  
   8 - Slowing traffic to 20mph means more vehicles on the road
      - as it takes longer for each car, bus or lorry to get along a road.
  
   9 - Slower traffic means worse fuel economy and worse air quality.
  
   10 - Why pay higher taxes for extra buses and higher prices for goods in shops just for this 20mph scheme?

   Online responses - 2824    NO: 1499 = 53.1%    YES: 1199 = 42.5%    OTHER: 126 = 4.5%
    Paper responses -   558    NO:     23 =   4.1%    YES: 506 = 90.8%    OTHER: 29 = 5.1%
    Total responses - 3382    NO: 1522 = 45.0%    YES: 1705 = 50.4%    OTHER: 155 = 4.6%
  

   Clearly something wrong with paper forms.
   It seems pro-YES campaigners "helped" people fill out the forms.


   CROYDON COUNCIL PUBLISHED RESULTS
  
   Misleading council press release
   This gives no actual votes, and hides the very low turn-out of just 6.1%, so less than 1 in 16 voted
   The claim that "A majority of residents support council plans" for 20mph limits is demonstrably false
   Even after their vote rigging efforts, LAB managed to get just 3.1% to vote in favour of 20mph limits
  
   Cllr Kathy Bee gave some numbers in a council meeting (go to 1834)
  
   Total valid votes: 2320    NO: 1076 = 46.4%    YES: 1218 = 52.5%    OTHER: 26 = 1.1%
  
   Cllr Bee did not point out that this means that 34322 did not vote at all

   Eligible to vote: 37704    NO: 1076 =   2.9%    YES: 1218 =   3.1%    OTHER: 26 = 0.1%    NO VOTE: 93.9%

   This also means the council has discounted some 1062 votes, 31.5% and almost 1 vore in 3
   No explanation has been provided for this
  
   The council is refusing to release the postcodes of responses, or say which have been rejected or why
   Paper responses were not date-stamped, hiding rush as Labour councillors + cyclists stuffed the ballot

Under the new Labour administration, Croydon Council has announced plans that would see almost all roads in the borough subject to a 20mph limit - see map here: Borough 20mph areas (PDF)
Only a few main roads (marked in red) would be left with their current limit of 30mph – a very few have 40mph limits.

The council say “The principal aims of any 20mph speed limit are to improve road safety, discourage through traffic, encourage walking and cycling, make a positive contribution to improving health and tackling obesity and improve the quality of life and the local environment.”

The Cabinet Member Cllr Bee said the limits went beyond safety and she wants pedestrians to feel like they own their streets. “Whose roads are they?” she said. “In the past there was the assumption that roads were about cars and we need to address that imbalance and give people their roads back.”

However the evidence points to different conclusions.
This paper argues that in fact boroughs with lots of traffic calming and 20mph limits do no better than ones that have few or none – “Accident statistics - an inconvenient truth” (weblink below)

When we come to vague claims that a 20mph limit would get people to walk and cycle more, and so tackle obesity and improve air quality, it becomes clear that this 20mph campaign is really a political project reminiscent of the War on the Motorist.

The police have made clear that there would be minimal enforcement of 20mph limits.

Many would say:
    There is NO NEED for widespread 20mph
    It will make little if any difference to road safety
    It will make driving a slow frustrating miserable experience
    It will put up costs with longer slower journeys - think of buses and taxis
    Pollution from exhaust and noise will get worse
    There are better ways to spend money to make the roads safer.

The conditions for a 20mph limit in a road should be:
    There is a good road safety case for that road
    Residents in the road really want the 20mph limit
    It would meet in an acceptable way the wider views and needs of traffic needing to use that road.

The council plan to divide the borough into 5 areas and have a token consultation for the whole area.

We need a consultation pack delivered to every home in Croydon, and a proper referendum counted road by road.
